The terms of reference of the project listed two key issues which were to be addressed by the evaluation study: First, the study has to provide a detailed description of the implementation and usage of the PDO\/PGI scheme over the evaluation period 1992-2006; Second, the study has to evaluate the effectiveness of the PDO\/PGI scheme itself.
